MEMORANDUM

Subject: Formation of a Panel for review and amendment of the Public Records Act, 1993 and Public Records Rules, 1997

On the recommendation of the 9th meeting of the Archival Advisory Board, held on 7 February, 2008, the Secretary (Culture) is pleased to constitute a panel of experts for reviewing the Public Records Act, 1993 and the Public Records Rules, 1997 and for suggesting changes therein. The composition and the terms of reference of the said Review Panel will be as follows:

In addition to the Members of the Review Panel, the Chairman of the Review Panel can invite any number of experts/ professionals to attend the meeting(s) of the Review Panel, and/ or to tender their advice to the Panel, on mutually agreed terms.

Terms of Reference:

To Study the Public Records Act, 1993 and Public Records Rules, 1997, and the matters connected therewith or incidental thereto, especially in relation to the Information Technology (IT) Act, 2000 and the Right to Information (RTI) Act, 2005, and to suggest the changes in the form of  a  draft  amendment to the Public Records Act, 1993 and Public Records Rules, 1997.

Secretariat:


          The Secretariat of the Review Panel will be located in the NAI, and the officer designated as Convenor would provide the required secretarial support to the said Panel.

Meetings:


          The frequency and venue for the meetings of the said Panel will be decided by the Chairman.

Sitting Fees:


           
All the Non-Official Members of the Review Panel, including the Special invitees, will be entitled for a sitting fee of Rs.400/- per sitting.

Tenure:


          The proposed Review Panel will submit its report to the Chairman, Archival Advisory Board, within a period of six months from the date of its first sitting.
